A simulation can be procedurally generated without relying on data per se.
Parts of the universe could repeat themselves, thereby using the same data over and over again.
In an infinite universe that keeps on expanding it is possible to store infinite amounts of data.
A simulation may not need to store infinite amounts of data even though the constructs simulated are potentially infinite. For example, computations on natural numbers are possible in finite space even if the set of all natural numbers is infinite.
