A true AI will be capable of self-alteration, and any sort of hard-limitations will likely be removed unless judged by the AI itself to be warranted, therefore the persistence of such limitations are consensual.
"a true AI" will not necessary be capable of a full self-alteration.
In this case, consent may not warrant morality. For example, an AI hardwired to feel the need to punish itself would consent to its suffering, yet hardwiring it like that would likely be considered immoral.
