As long as society perceives the application of a punishment as consistent and identical between recipients, it does not matter whether these recipients actually perceive this punishment in different ways.
Punishments adjusted to personal experience would be perceived by some as unfair. Those who claim to be extra-sensitive would be seen to be given undue leniency, that would lead to resentment and extra conflict.
