It is the choice of the passerby to decide if they want to share their fortune onto others. It is never required to give money to beggars. If a beggar is suspect of unacceptable actions by observation or though to a bystander, then it is still their choice to give or withhold their change.
Just about anything can be exploitative. Salesman can manipulate customer into paying more than required. Begging is no exception and hence banning cannot provide practical solution to it.
