Should begging for money be illegal?
Criminalizing begging would be very expensive to enforce.
There is an economic cost to enforcing criminal laws. Criminalizing begging would put people in the ward of the state, which at some point in time would create some expenditure on that person whether it be the cost board them in jail, court proceedings, or ticketing.
The money spent on policing begging as crime could instead be spent on, for example, helping beggars gain employment or housing, removing the need for them to beg.
