Top talent will not stick around if they see no room for upgrading their salary, especially if they see other companies willing to be more open to discussions regarding salaries.
In order to attract top talent the salary has to be attractive, especially if not negotiable later on. Therefore the company may actually have to propose a fixed salary more than if they had left it up for negotiation in the first place.
