It may not be possible to formulate a global universal rights for AI due to differences in ethical values across cultures.
This claim echos objections to the Universal Declaration of Human Rights raised by the American Anthropological Association. 1. Respect for individual differences entails a respect for cultural differences which are a component of identity. 2. No technique of qualitatively evaluating cultures has been discovered. 3. Values are relative to the culture from which they derive, the UDHR takes a western perspective thereby detracting from the applicability of the UDHR to mankind as a whole.
There is already a Universal Declaration of Human Rights adopted by the UN General Assembly. The idea is that this set of rights should apply to all conscious entities.
