Holtzclaw targeted only black females on OKC's NE side that were drug addicts had prior criminal convictions, active warrants, and whom he assumed nobody would believe if they reported his crimes against them. These women were later referred to by prosecutors and the media as "The Perfect Victims." This proves Holtzclaw was indeed a predator.
