Is it okay to physically torture prisoners?
It is important to have a line in the sand for what the state should be unable to do. Allowing torture is a very dangerous precedent.
The use of torture if approved by a legal authority in order to prevent a disastrous event may be acceptable; however, it would be unlikely to pass the moral/ethical test merely to arrest conspirators.
Drawing a line in such circumstances is difficult, if not impossible. As such, it is subject to bias and abuse by those who are attempting to define the limits.
