It takes more time, money, and effort to undo the effects of bad policy than it does to implement the policy in the first place. Therefore, nullifying potential damage is an important issue.
An impeachment would leave the rest of the legislative and executive policy-making apparatuses intact. Unless you contend that Trump himself is the fount of all bad policy, impeachment does little to solve the problem.
