General AI should have fundamental rights
Nothing suggests defining consciousness is impossible, it is perfectly possible that the mechanism of consciousness can be closely defined.
A definition like "the ability to experience and remember pain and pleasure" is currently a workable definition. And if we were able to create AGI we would likely be able to create a functional definition as well.
If we manage to define consciousness in a narrow scientific way, we will likely stop being fascinated and mystified by it. In such a society, people will probably no longer consider consciousness to be that special attribute that accords its carriers a special status.
