Once we know what small indiscretions everyone is engaging in, our views of what is shameful or should be illegal will be transformed. Things that actually cause harm will be banned and things that harm no one will be normalized.
Cause and effect are rarely that direct. Often there is no way to tell if something causes problems or not, so harmful behaviours may continue if they fly under the radar in this way.
