People who do not want to do military or community service are unreliable as workers.

People serving in the military against their will are likely to disrespect authority.
Unwilling workers aren't sufficiently motivated to perform their duties effectively.
It is difficult enough to ensure that voluntary military/community service members are reliable, ensuring that involuntary workers will be reliable will be even more difficult.
Plenty of people are employed in jobs they do not want or enjoy, but perform adequately.
Militaries have well-established methods of ensuring discipline and obedience.
