Public opinion is also volatile. If work was to begin on a jobs guarantee programme and people were to fall out of favour with it, it would be cancelled and would cost a lot of money.
People are likelier to favour a jobs guarantee programme right now because one is not in place and the disadvantages and costs of it are not intuitively evident.
Even if this policy fails, it will have some benefits, as the money spent on it will eventually make its way back into society.
