Militaries are often terrible institutions to work for.

The military is discriminatory against various minority groups.
Conscripted soldiers are treated badly and underpaid.
Military service can create a unique set of stresses that people ought not be forced to handle.
Given that the policy would mean more people would be exposed to what goes on inside the military, there would likely be pressure to change.
Militaries maintain the sovereignty of a nation and must be maintained whether they provide a pleasant work environment or not. Therefore, obligatory service should be maintained even if the military is a terrible institution to work for.
People who are concerned about, or simply do not want to serve in the military, would likely choose community service instead.
