There is nothing inherently evil about divination. People attempt to predict the stock market, the weather, and political outcomes all the time. If there's nothing evil about those practices, then there's nothing evil about tarot.
Many religions believe that many practices are bad. This does not negate their place in society.
Tarot continues to evolve, so it shouldn't be cut out because it has historical ties to Occultism.
