Should begging for money be illegal?
The sight of individuals begging can be distressing for citizens that encounter beggars.
Tourists may avoid cities or areas known to be frequented by large numbers of people who are begging for
-- because they do not want to be reminded of social issues and poverty while on vacation or because they associate begging with crime.
It is a good thing if the sight of a beggar makes people who encounter them feel discomfort. Witnessing human suffering should cause distress. The distress might motivate otherwise apathetic individuals to do something to reduce inequality in society.
